Phos, this is for people who've already f**k up so spectacularly that they have been flagged on Chexsystems and no bank, (or credit union) will touch them. There are some "second chance" accounts people can eventually qualify for that work a lot like secured credit accounts, if I understand correctly.
We're talking about a small minority of people. Maybe something more realistic is to have overdrafting required by law to be a service you have to intentionally opt into, rather than have as a default in order to farm fees?

The way I get around wire fees when moving money: Withdraw from bank from online brokerage account...send from brokerage account anywhere I want for free. I've moved X^y amount of money around over the years between accounts at totally unrelated places without paying fees. And its not like the brokerage charges anything on a monthly basis, they make piles from commissions.
