Now, I will say that sometimes a President can get away with not enforcing certain laws if he deems it impossible to execute the law given the resources he has at his command. For instance, he told Congress that he was unable to execute certain parts of immigration laws, because Congress did not give him enough money to do so. Sure, the things he chose to ignore were politically motivated. But, legally, he had ground to stand on.

But, this was not a situation where he didn't have enough money and had to transfer them.

I definitely would have to agree with Galt and Prof that signing statements have no legal bearing besides that they might be considered in court when discussing the intent of a law.

I'll be spending my whole summer sitting in front of the TV watching the GOP led hearings..

The Republicans here like John have way too much faith that their party wants to change something that they love and used in the past, and will use in the future.. The morons like Cruz, who have nothing to lose will make noise, but the establishment Republicans on the national stage know better.
