Were we arguing about the origins of officer discretion I would agree I'm moving the goalposts. Alas, we are not.
You ask what police are there for. I don't think they are there to initiate confrontations with citizens over a 75 cent cigarette. You do think this is an intrinsic and vital part of the job?
