I'll save you the embarrassment of having to ask Libertarian:
A regressive tax is a tax imposed in such a manner that the tax rate decreases as the amount subject to taxation increases.

Meaning: a consumption tax is regressive because lower income people are paying a higher percent of their income than higher income people.
