Let's take a hell hole like South Carolina. South Carolina has a serious shortage of educated workers because, well, it's in the South. South Carolina has a population of 4.8 million. Let's say the straggling 10% were educated in the North instead of the South by some fluke, and they thus ended up with a real education instead of a crash course on Nascar, Budweiser and Grizzly chew.
That would be 480,000 more educated workers to fill the gap in South Carolina's workforce.
That's a huge deal. 480,000 intelligent people >>>>>>>>>>>> 480,000 people who are, sadly, illiterate (or, by one measurement or another, below par for reading and writing, as galt pointed out).
