eh, just expand the death tax instead to stop concentration of wealth among people who don't even deserve it. insanely high tax rates is why the US has health care insurance -- it was a perk to attract talent at a time when taxes were confiscatory. i don't think we should go back to that, but instead the death tax should take in excess wealth to put in some sort of sovereign fund or earmarked for infrastructure to benefit us all
