All basically irrelevant but yes, you do make a good point about France. They are quite poor in this regard to. Of course, France imprisons a significantly smaller portion of it's population so when you look at the numbers a higher percentage of black americans are incarcerated or on parole at any given time than the same percentage of muslims in France.
Rest of your point is moot. Of course there is systemic racism, not nearly as bad though. And felony disenfranchisement is a huge issue. These people served their time in prison and yet still lack the most foundational right we enjoy in a democracy.
And yes, the justice systems are less racist in most western european countries. They aren't completely not racist, but nothing like America's.
