Romans could have told you that. They primarily tortured people to humiliate them and teach others a lesson. During the Renaissance they would torture you to get a false confession.

I'm down for doing whatever is effective to protect the lives and rights of Americans. If harsh interrogations aren't effective, then don't do it.
