This is a tough call. Making it illegal to embarrass a person or business seems overboard. Aren't there already laws for libel and slander?

Read the bill. It doesn't say that recording a video as evidence of a crime will be illegal. It says that recording a video to harm the business is illegal.
For instance, it's pretty standard procedure that they way to make a hamburger starts with putting a cow in a pen, holding it from moving, and slicing its neck open so that it bleeds out. Even though this is a 100% legal way to make a hamburger, I expect that it would hurt a business if I played a video of that procedure in front of Burger King.
Sounds like a good law.
