The database helps them narrow down who to get a warrant for. Chances are that they can filter out talks about sprinkles and ice cream and focus on talks about attacks, unless sprinkles and ice cream are code words for IED and napalm.

Its hard to keep track of this shit any more but didn't the government have, at one point, black boxes set up at the ISPs that scanned emails for content? I am 99.999% sure that Earthlink and Verizon had them when I worked at both. I am pretty sure it was at Verizon where they told me that the government box was behind some serious security in the datacenter and no one had access to it.
Could have been a dream I guess or maybe my bad memory, but I coulda sworn they had shit like that for years and years.
