This sounds a bit like the Mumbai attacks in 2008, at least in terms of overall strategy and intended media effect. At the same time we're dealing with very different groups. Shabaab is not Jamaat e Islami is not Taliban etc. Maybe they're copying tactics but exploiting them to deal with local conflicts. Although it's not clear why they'd go after a western-style shopping mall unless it's to attack Kenya's tourism industry.
Whether or not you'd call it Islamist terrorism, Kenya's had border problems with Somalia since the civil war in that country began in the early 90s, just like Ethiopia-Somalia conflict has been going on since the 70s.
