Spying on American's within US borders? Over the line.
Reading French/British/Brazilian/etc. e-mails and text messages, and listening to their phone calls? Ummm - that's what I am EXPECTING our NSA to do.
Anyone remember Clear and Present Danger? "The machine is still on, Moira." Citizens in other countries should have no expectation of privacy from the US spy program. Just as I feel that Russia/China/etc. are probably (or are trying) to do the same to us. It's international espionage.
Does it look bad? Sure. But, this is one of those programs that will go on until something is leaked. Then the US will make apologies. And, we'll keep doing it. And, I expect that every other country will, also.
