Didn't they say it was a tax for evaluation X but not a tax for evaluating Y?

Then you can't call it a tax. A tax is a revenue for the gov't. It's a bill to bring in revenue to pay for healthcare. Yes, that part is undeniable.

Yet another example of the insanity: yes let's try AGAIN (what is this, the 43rd time, literally) to repeal Obamacare! I'm sure the SCOTUS will reverse itself!

The only way Obamacare goes away is if single payer replaces it. It's most likely why they don't care how bad Obamacare looks right now anyway. Eventually, they'll be switching to single payer.

Dylan is right, it's only a tax in terms of Congress' ability to pass such a law but it's not considered a tax in terms of what type of law it is.
That said, it's not a bill for raising revenue. It's a law about the health care market that includes revenue sources.
But don't forget, the bill was scored as being revenue neutral at the time, and therefore its intention was to raise no revenues. It is only shifting revenues around.
