Money isn't speech, it's a megaphone that can be used to drown out other speech.

Really? Can you cite in any election proof that someone spent money and forced the opposing candidate to not say what they wanted to?

They don't have to force them not to say anything, if they can drown them out no one will notice.
Which is why I chose the metaphor I used.

Clarity is good.
Easier solution though and it doesn't require judgment by the IRS. Don't allow the donors to 501(c)(4) organizations to remain anonymous. Poof they will no longer be attractive vehicles for political speech.
