I agree it could work in smaller towns and notice that they didn't just remove streetlights but replaced them with roundabouts and such.
Something like this wouldn't work in Los Angeles, however.

President Mikhail Saakashvili of Georgia fired his entire police dept and crime plummeted. Apparently it works on a national level as well.
