California's not so bad. Arizona? over 4 million people live in Metro Phoenix. That should not be.
but as long as the snowfall in the Rockies holds out we should be fine.

Take the bullet train money (54 billion or so?) and build solar, tidal, and wind powered desalinization plants. duh.

It's far cheaper to pipe water in than move people out.
Similar argument could be had for most areas:
New Orleans (or other Gulf or East coast city) - "another hurricane is bound to come, so why should the country pay to rebuild"
Colorado Springs (or other drought-prone city) - "It's just going to dry out and burn again"
Philly (or other NE city) - "it'll just snow again next year"
Kansas City (or other mid-west town) - "we'll just have more tornadoes"
