I'm not a fan of the way these majority-minority districts are created either. You have these 90% black districts so that's a seat that the black vote will decide, but through this process you have far fewer minorities in the vast majority of districts. I think it would be better for minority voters to be a substantial part of the electorate in many districts rather than the overwhelming majority in a small number of districts.
The majority-minority district model we currently use, in my opinion, further marginalizes minorities. They get token representation through it, but a huge percentage of congressmen could give a shit about people of color cause there are none in their district. Rather than having a tiny sliver of congressmen who eat sleep and breath minority issues, it would be more beneficial if a large number of them weighed those issues among others.
