No, because alot of people currently buy gym memberships and never use them. That would be the biggest scam for private companies.
What we need to do is revamp our health classes and programs for students and colleges. Literally every health class was/is ran by a football coach who wouldn't know his left from his right hand on health. In Texas they've actually cut PE and health requirements and added on more academia.
We all suck at teaching healthy habits. Taking cokes and snack food from schools doesn't teach children not to eat them. We need to have calorie labels, calculators and other uses of technology for kids to understand how many calories they're consuming and if they are meeting their nutritional goals. Literally teach this from K-12 so they know how to read a nutrition label and how to mathematically cut/add calories on a daily basis of weight loss and gain.
Subsidizing a gym membership wont stop someone from getting a triple cheeseburger after doing 4 situps at the gym.
