There should be people in jail over this - or at the very least, this mayor. Complete and utter shit. So, the mayor in this letter says "there is no quota (ya know, since its illegal)", and then goes on to say that there is an expected amount and it is not being met...which is a quota. And even threatens to take away money if they don't start giving out more tickets.

There needs to be a huge disconnect between any arrests being made and a larger budget being given due to it as it is a clear conflict of interest.

it encourages police to do shitty things like hiding at intersections during bad weather and waiting for people to stop a little in front of the line that isn't visible because of snow or something. or to ticket people who are tired and their tire touched the shoulder line. stupid shit like that.

i mean, you do realize they can ticket you for vague things, right? it's not just people parked in front of fire hydrants.
