Well, to be fair, that bit just states the obvious. Rights exist at the whim of the government protecting them. Those enumerated protections can be removed via legislation at any time - for instance you could abolish the Second Amendment, and then pass legislation banning guns, and that would be that. From that perspective, there is little difference between this and your BoR... Ultimately the courts will decide what is and is not a reasonable limit anyways.
That said, it does seem to be a bit different, but I'm not sure why or how to explain it, but it seems evident. Both documents can be limited by legislation - the Second Amendment doesn't mean you can own a nuke, for instance. Both documents can only be altered through a large plurality. Both could even be abolished altogether. Yet it does seem to be different somehow. Perhaps because it is so explicitly stated.
