As for who is able to stop ISIS - pretty much any country who cares to could individually if they turned their full attention to it. As is, the coalition has made fantastic progress and ISIS's progress has stalled and will soon be peeled back. They've been exposed. An entity like that is either expanding or dying. They're dying.

It seems using any social media in certain ways would get you on the watch list.

ISIS bought Twitter stocks and are creating fake accounts to artificially inflate the user base and therefore stock price. Then they're using the proceeds from the sale of the stocks to fund their holy wars. That's why they're known as Islamic FUNDamentalists.
