He should of been briefed on the proper use of grammar in a situation such as this. Any wrong word can turn things around completely. I'm guessing he was implying that the protestors are already calling for the deaths of the officers without an investigation yet.

Yeah I remember that terrible era in the U.S. when lynch mobs would assemble and demand that a black man... be imprisoned.

That is an incredibly stupid statement for the police to make in this situation. The protesters are already angry, and comparing a group of mostly black people to a lynch mob is only going to make things worse. Very poor choice of words.
If the police wants to quiet things down, they should be more open about the ongoing investigation.
