Obama's EO on gun control

Hello, again (it's me, Professor).
Just had to post here. Reading about the EO just issued by Obama. Remember, I'm a fairly independent person. I think that, broadly, that government is best which governs least. Furthermore, I also believe that states should have far more say in making the laws that govern their citizens than the Fed. And, lastly, that I'm not a fan of Obama (not anti-, just not a fan).
All that said - how can anyone disagree with his EO? He just wants to do more background checks on people who buy guns!
Personally, I think he should go further. Make the line for "who gets a check done on them" similar to the line on "who can receive a 1-time, tax-free monetary gift". Namely - family. If you want to sell a gun to your son, wife, brother, husband, etc., then no background check is needed. But, if you sell a gun to anyone else, you have to do a check. They cost ~$20. When you sell a gun for $600, an extra $20 is piddling.
Am I being way off base, here?
