I think Kerry probably didn't need to make these comments. I think if he was responding to a question specifically about diplomatic policy proposed by Republican candidates he would be well within his right to comment on why the state department disagrees with those policies, but he doesn't need to say that the rest of the world is aghast at the behavior of Republicans in this primary. Everyone who cares to know how other countries view this election would already be aware that they are shocked and disgusted. Secretary of State traditionally avoids commenting on domestic politics.
Then again, I think it would be best if cabinet officials in general stayed out of domestic politics but HUD secretary Julian Castro is not only involved as a Democrat in this year's election, but has gone so far as to endorse and campaign for Clinton in the primary.
