Intellectual evolution running backwards, that's why shows like the Kardashians were created. On the other hand, more knowledge about the solar system and the earth itself has been collected in the past few decades, then has been collected in our entire history and its all there for the learning if you choose. Personal motivations and ambitions decides who learns what.. In America, there is a constitutional right to be dumbed down if you choose that, and it seems many do.
The hardest part of doing nothing is knowing when your done.

Specifically, they started the Department of Education and did what all huge beaureaucracies do. The people you are blaming for this were educated by them, regulated by them, to the lowest common denominator.
So yeah, they get to share a very large part of the blame, specifically. Fundamentally, the source of the idiocracy.
The DoE even has a swat team to enforce their will.
