He was standing still. With his hands raised. Sure, they told him to get on the ground twice, and he still stood there. But, he was doing nothing wrong to begin with. It's natural for a person to hesitate a bit when given an order that is so unexpected.
I mean, imagine you're at the grocery store, trying to decide between a ribeye and a t-bone. Then all of a sudden cops surround you and order you to the ground. You'll probably take a second to look around and figure out what the hell is going on before you hug the linoleum.
Even after he was on the ground, I saw no resistance.
However, I will be the first to admit that we don't see his right arm. And, he certainly didn't comply as quickly as possible. But, they didn't know he was a felon when they were talking to him.
