Some places cut the hands off of thieves. In the past, horse thieves were hung, or killed all the way to dead other ways.

wow
what a murderous piece of shit
no one should try to conflate this with "stand your ground", which is that if someone is literally attacking you, you can "stand your ground". you don't get to shoot people for stealing
that said they have yet to file charges. but with video evidence i think it would be easy to convict. it's a hatchet. i mean, i have a hatchet that cost me 150 bucks but even still, i wouldn't kill someone trying to steal it. that hatchet? probably lost him 10 bucks at the most if that guy makes off with it. is a man's life worth more than 10 dollars? any man's is
and spacemonkey just because other places cut the hands off of thieves doesn't mean we should too nor does it justify, in any way, killing a man over ten dollars

I feel cheated in that the fatal shot was not shown in your link Ex. Nor the part where the thief raised the ax in a threatening manner. Which of course is the reason no charges were or will be filed. Well that and his status as a commissioner. And his being being white with the dead thief being brown, Mexican and a lowly vegetable picker.
"Your honor, I propose to show that the deceased stole the ax to use in the murder of his ex-wife whom he threatened many times. Mr. Commissioner is a hero in preventing her murder".
