A resolution of impeachment was the House’s only option?
I believe if the rules of each congressional chamber required a formal response to proposal passed on to them from the other chamber, the house resolutions in both presidents’ Clinton and Trump’s cases would have been censure rather than impeachment resolutions.A resolution of impeachment was the House’s only option?
In both cases, because the house’s resolution would require the U.S. Senate's formal responses, censure would have been of no less embarrassment to those presidents' and their political parties.
Congressional chamber’s rules, (if not a federal act) should require each chamber to acknowledge receiving the other chamber’s proposal and respond with their chamber’s vote of approval or disapprove further discussion and full membership voting on the received proposal.
The response reporting their chamber’s receipt of the proposal, and the vote of approval or disapproval to further discuss and full membership vote on the proposal, should also include transcripts of any comments that the receiving chamber’s members wish to offer.
The purpose of these proposed congressional procedures is to make congressional chambers and their individual members more accountable to each other and the people of the United States.
