If anything, it's the opposite. basically, there was anarchy and a drug cartel raped (literally) and pillaged them. The town fought back, finally, but at a great cost. They're basically stuck in their town, have to have guards rotating 24/7, their economy is distraught, and are on life support thanks to family members sending money from the US.
Basically, these people had the choice of violent oppression of a drug cartel or land-locking themselves with falling apart economy. This is anarchy failing through and through.
