isn't that the old plan just with new SS card and English requirements?

I said they are working on a bi-partisan reform in hopes of seeming less anti-immigrant.
I was just highlighting what the reform includes. Quite frankly, it kind of sucks. (in terms of there seemingly being easy ways to negate it)
