I guess I should elaborate a bit more.
The problem with "no rules" is that people start getting the impression that they can do or say whatever the way and not have to worry about consequences. Which typically leads to them thinking they are untouchable. Then, when moderated, it results in a huge amount of backlash with comments that should be read something like, "Who do you think you are, moderating ME!?!?"
People get nasty superiority complexes, always thinking they are right, always thinking they can say whatever they want and suffer no consequences, then throw a complete hissy fit if faced with any consequences. Morality goes down in the toilet and people just act plain shitty to each other all the time (or those that act the shittiest prey upon those that aren't shitty with others).
Society is a pretty good example of no rules not being practical at all. We're all pieces of shit if we don't have any rules to govern ourselves. Human nature I suppose.
