A bit vague perhaps, but there are sometimes legitimate complaints of this.

i agree with that. sometimes someone isn't technically trolling or insulting you. they're just being a massive dick and sometimes that's just as annoying or conversation ruining.

Well, if they are ruining the conversation, they're probably trolling. I think it would be hard to classify "being a dick" because some would undoubtedly find anyone that opposes their ideals as "being a dick".

"just being a dick" should be the only offense, and it should be totally up to the administration's discretion what that may entail.
