But, as you said, Nixon went rogue and did this without any authority, and was not president at the time. Ask the Nixon family to acknowledge it? Or don't, whatever. It was not an action by the US government.

If we do end up exhuming Nixon and tossing him in a land fill then LBJ should be tossed in there right beside him. A sitting President had proof that a Presidential contender was guilty of treason and did nothing? He quietly arranged for Nixon to be told that he knew about the treason but never outed Nixon? I wonder what LBJ received for his silence.
