I have an awesome idea to win the war on drugs. It attacks the very center of drug lords' distribution channel.

Here's the plan...Grant citizenship to drug mules.

If a drug mule is caught trying to smuggle a certain amount of drug into the US, he can make one of two declarations. 1. That he was the mastermind, or 2. That he was forced. If he declares 1, he'll be executed. If he declares 2, the drug will be confiscated, his crime will be forgiven, and he can apply for citizenship.

No one will reasonably declare 1, but 2 gives the drug mules a great incentive to voluntarily get caught. If we incentivize drug mules to turn over the drugs instead of trying not to get caught, we'll need less effort catching them. We will also disrupt the distribution channels of the drug lords.

Why not simply legalize freedom and make the whole thing a moot question?

Additional caveat to #2. They have to give up at least 1 name of a person above them who is part of the trade. Citizenship is pending upon the capture of that person.
