You don't really understand the concept of enclosure or the history behind it.

He's not enclosing it, that is a falsehood, he's using a common resource that is available to anyone else who wanted to graze their cattle too. The state is enclosing it because they won't let people use the resource any more without extracting tribute. They've also used unethical tactics in the area for years to drive the other ranchers out but this guy is hanging tough. Hence the victory for humanism observation I made.

please there is almost certainly some resource or another out there some corporation wants. A thousand head of cattle on a range that size is isn't going to endanger any wildlife or strip the grass where it can never grow back.

Think about this, they are saying this guy stole a million dollars worth of grass that no one would have ever used, and which grew right back after he used it.
