The Wye River Memorandum is literally part of the Oslo II Accords, lmao. The Oslo Accords are a FRAMEWORK, in which SPECIFIC AGREEMENTS ARE TO BE NEGOTIATED. The Wye River Memorandum Is ONE OF THOSE AGREEMENTS.
Oslo II: "This is how we'll negotiate, with these specific goals. Further agreements to follow."
Wye River Memorandum: "This is a continuation of the process set out under the Oslo Accords, and various agreements reached within that framework."
In exchange for full autonomy within Area C, Israel was to withdraw from 13% of the territory held elsewhere. It did not do that. Period.
