What are the limits of the First Amendment when it comes to libel?

For instance, let's say I released a pamphlet that said "Barack Obama rapes small children, and would institute an official Child Raping Quota for all federal agents if elected. Don't vote for Barack Obama."

Would that constitute libel, or is that protected speech?
