Not a bad idea. If we insist on attaching the free market to health care, the main causes of expense should be subject to severe attrition.

I can't think of one. I would be very interested to see a medical reason to be able to smoke cigarettes.
When you look at it, it's just a backdoor way to ban them. Clever but it won't fool anyone.

Doubt the bill is gonna go anywhere anyway but I'd like to hear the sponsor explain why he thinks doctors should even be considering prescribing cigarettes.

1920's studies show that there are a lot of health benefits to cigarettes, such as weight lost.

Eh, if people want to kill themselves, let them. Let's just disqualify them from Medicare or other gubmint-funded health care programs.
