Well it worked! And they're not being told where to live per se. They can live in any HDB block provided they move into a home vacated by one of their own ethnicity to keep the quotas close to the national average. Also it applies only to the cheaper government housing; should they want to buy an apartment or house built by a private developer these rules don't apply.
