there are levels to classification. most people in the military have access to things like what their gear is, how it works, military operations, etc. for obvious reasons.
top secret is top secret. top. that's very high level or at least what his implication is. that's not something a grunt in the marines would have.
i have a friend who works for skunk works. he gets level 1 clearance. that allows him to see what planes are made out of so he can actually build and design them. he accidentally had level 2 clearance when they issued his security clearance though and some of the stuff in there was like cold fusion research results and various DARPA projects.
to have clearances towards the inner workings of foreign states you'd need quite a bit higher clearance than that and the chances of that happening as a marine is unlikely. i mean it's not even something that would be germane to people in the field.
