Of course not everyone in the government is corrupt.. Saying something like that adds nothing to a discussion..
But on the other hand this guy had no way of knowing who is corrupt, and who isn't.. There really wasn't any 'proper' channels' for him to go through.. If he was a rich and powerful person, he'd have avenues and means to protect himself.. This guy? I'm not so sure.
