well to be fair, most of the time the dealer does do servicing on the vehicle before selling it
for example when i got my bike the other day, i had to wait a few days because they hadn't serviced it: they had to charge the battery, fill the fluids, etc.
that said, i don't see why they shouldn't be able to sell directly, but manufacturers don't have the people to sell directly and i doubt the desire to do so (then they'd just be another dealer). dealerships are spread far and wide, able to service the vehicles after shipping, while plants are few and far between
