How was he obstructing justice? Picture taking? If he was arrested for that, then he was abused.

Did anyone here actually read a news story about what happened? Or just watch a BoobTube video?
Hear the music in the video? It was coming from this guy's car. They arrested the guy for refusing to turn down his stereo. They were obviously in the midst of some police business, and this guy was not only disturbing the peace, but also possibly impeding an ongoing police action or investigation. He has a history of confrontation with police, as evidenced by his lawsuit against the police for previous actions.
Could the police have avoided this? Sure, They could have uncuffed the guy so he could get the dog under control. But, should we expect the police to really uncuff a perp in the midst of an arrest? This was the owner's responsibility. He did not properly restrain the dog.
I'm sorry - I love all dogs more than most people. But, it was the owner's stupidity that got the dog killed - not the cops'.
