Seriously the problem is an socioeconomic one. If the problem is going to be fixed, education, birth control (delay childbirth ie single teen mothers) and economic opportunities need to be addressed in the neighborhoods where this is happening. Not an easy if even possible task. I think we can help some individuals escape this but most won't.

Well, we know what has to be done it just costs too much money and the people primarily affected by the crime are largely disenfranchised. So nothing will happen. Small events that pull at our emotional strings will provoke small bursts of action but nothing encompassing enough to tackle the problem with any sense of conviction.
