The best way to "punish" Cuba is to end all forms of embargo. The US would literally FLOOD that country with money. The only way that the Castro regime is keeping people under heel is by restricting basic human needs. Did you know that you can get 10 years in prison for killing a cow or having beef which you were not rationed? The people in Cuba would receive money from sources outside the government, which would give them power to purchase things that the government cannot or will not provide. In less than 20 years, it would lead to a massive reformation of the island.

I see it as a positive. We now know tha NK's in-house ballistic missle program has failed since they have to buy missles from Russia and/or China via Cuba.

Early reports is that it is some kind of radar equipment and possibly not weapons but we know how those early reports are...
