It's money and jobs. No politicans is going to take actions that will lead to millitary bases closing, or major defense manufacturers laying off many workers.
Bill Maher actually made the point pretty well. It's republicans who instigate this by and large. Not a suprisng conclusion, but an obvious one. When democrats talk about stimulus, they talk about saving federal union jobs, by and large. That's their demographic. Republicans on the other hand, have to cater to the Lockheed and General Dynamics employees in tennessee and millitary famalies in Florida. The best way to do that is to keep ordering equipment, and keeping the millitary in an advanced and expensive state of readyness (which is a huge moral hazard).
Look at this stupid immigration bill. A decade ago we had 10,000 people guarding the border. Today, it's 21,000. The immigration bill would push that up to 38,000 with billions spend on new MILLITARY equipment, like blackhawks and drones. The thing is, net immigration from mexico is now zero. Mexicans by and large have stopped coming here illegally. Perhaps it has something to do with them now being the fattest country on earth, or maybe it's the economy. Whatever the reason, it's obvious the DMZ republicans want on the border is unnecessary, especially when most illegals come through LAX or JFK not a footpath through the mojave.
but we will still spend billions on it and then act suprised when the UN accuses us of human rights abuses on the border, or when we rush to use out Trillion dollar fighitng force at the first sign of conflict. Hell, if you are going to spend that much, you might as well use it. Or so the thought goes. And then we use the millitary, unnecessarily and in a poorly planned fashion, which leads the nation to question or millitary preparedness and effectiveness. Now we have to spend more, or we lose our edge.
It's a terrible waste of money. Kids are stacked 40 to a room because we won't pay for teachers, we have bridges collapsing for no damn reason, our airports and public transportations systems are truly embarassing for a developed country, and yet we have money to spend do 40,000 guys can patrol the desert in blackhawks keeping a few dozen desperate and hard working mexicans out of our land of opportunity. Whatever.
