I think the problem here isn't so much that they were fined or that they should have been fined more. The problem is that they are doing things which are illegal (as far as I know) and just saying "well we'll pay the fine if we get caught" and if not, more money for us. The fines don't discourage the behavior. They just keep doing it and doing it and doing it.

The best thing for everyone is this mode of production would be failed quickly and quietly so we could go on to the next thing but the powers that be aren't going to go quietly.

No jail time is the funny part,un freakin believable. If they wound up shot, I would take drinking back up (for a day), just to celebrate.
