Well, that would be because at the time, they didn't need to. All evidence obviously pointed towards what Zim said, as did eyewitness accounts. Nobody needed to verify if he was REALLY looking into windows. That didn't matter. What mattered was if Travvy jumped on Zim unprovoked and beat the hell out of him, which evidence clearly showed.
This was backed up by eyewitness accounts the night of the shooting. Only after time went by, did their accounts change. Anyone with 52% of a single functioning brain cell knows that when you start asking people months after an incident what happened, stories change. They become unreliable. You can't take an account 3 months later and say "See, this person says such and such!" Heck, investigators know that half of eyewitness accounts are questionable the day it happens, much less 3 months later.
It's why they didn't press charges. Now, millions of taxpayer dollars were wasted to make the al sharptons and jesse jacksons of the country happy, and the man was STILL found innocent and they're still not happy. Why not? Because people didn't want a fair trial, they wanted a guilty verdict, damn the evidence.
As the old saying goes, I'd rather let 100 guilty men go free than to convict a single innocent man. You must ALWAYS error on the side of innocent.
