Out of curiosity, what factors would be taken into account to access the right to procreation, in your opinion? I'm going to have to side with Dylan on how ridiculously abusable putting such power into the hands of a government would be. If being a "bad parent" is enough, there are a number of other, medically sound reasons for sterilization (which is the only way you could possibly control reproduction in the first place). Shades of eugenics up in this....
