Here's a question. If congressional approval and a vote are not required to launch an attack on a foreign country does that mean the media is the only forum in which the case for war can be tested?
Because if so any pretext is sufficient for a casus belli.

Meh. He probably harmed more people trying to shell the evidence out of existence then he did with his gas attack. 355 dead? Who cares? It's WWI technology, he isn't weaponizing Ebola and wiping out whole cities (when he wants to do that, he uses conventional weapons).
